Cash on delivery with upfront deposit % or amount

Hi

Im looking for addon or a way to setup cash on delivery option with deposit payment via bank wire/paypal/ etc. 

Problem is my goods and services are of high amount and we dont want to risk without a confirm deposit.

Any help or suggestion appreciated. Willing to pay someone to design or code this for me too.

 

Ps: ive tried COD with fee addons and its not what im after.
