Free delivery possible for one zone only over a certain spend?

hi -I've seen mesages about similar things before but not sure if anyone has a simple way round this?

International delivery in my store is based on package weight and this works really well.

UK delivery only is a set price regardless of weight but I would like to offer free delivery if customers spend more than say £20. However this is only for UK customers.

I can see it's possible to set free delivery of this one zone based on weight but not on cost. Problem is, it's hard to promote free delivery based on weight as you don't know at what point people will get free delivery and there are certain heavier items I'd prefer not to encourage people to buy individually...

If anyone has any ideas I'm really keen to hear a way round this!
