[SOLVED] No translation in "front office translations" Spanish

Hi, can anyone help. I am using PS1.3.2.3
I have just noticed many things in my front shop (Spanish) are written in English and should be in Spanish. So I went to languages BO noticed the language was not complete so I re uploaded the es pack and had another look. Still the same. So I opened tools translations, modify translations, front office translations clicked on the Spanish flag and the translations are all empty not one translation. Have I done something wrong?
All the other translations in the list of drop downs are complete with their 2 versions
I have found that the es.php file was missing from my theme i have just simply added it to theme/shop-blue/lang noe it is there
