[Solved] Beta Install Issue

Hi guys,
Im trying to install the Beta 2 version of PrestaShop and have run into some issues. I was able to bypass the first one (No external URLs allowed) by looking at a fix for one of the previous version and modifying since trying to use the one on the forums causes the install script to not see /themes/prestashop/lang as being writable.

Now im having an issue on Step 3, im using 1and1 (i know bad me, bad me) and whenever i input the DB info and email address and hit next the progress bar appears and then nothing, i used firebug to look at the console and get the following error:

PrestaShop Fatal error: no utf-8 support. Please check your server configuration.

Im guessing this is most likely something i need to fix via a php.ini or .htaccess file, can someone provide me with a solution?

btw im attaching the new /install/xml/CheckConfig.php file im using for those who need it.

EDIT: Upon second view it appears that this may because of the MySQL version, i will update this post if this fixes the issue -- It did.
