Specials page with categories?

Hi, is it possible to create different specials page? My vision is:

when you come to specials page, you will see, categories (level 1) in which are discounted products or another subcategories with discounted products . It means that it will not show categories where are no discounted products. Then you click on category, you see products or another subcategories, etc. Until you see discounted products.

Easily said.. I don't want a list of discounted products like is it made now. I want products sorted to categories tree.

Is it possible to make it? Or maybe something exists. But I didn't find. Thank you!
