new 1.3.2 paypal error

my japanese language prestashop use PayPal v1.7.1, when i test to checkout with paypal, below error:

Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address.

how to fix????

but my another france language prestashop, when i use france address to checkout it is right. but when changed to a usa address, wrong also below:

I am not sure, but it is possibly because of mismatch of you shipping information (provided while registering in Presta as customer) and PayPal account. In Presta, provide same address as it is in PayPal account billing information.

Also, you must correctly configure your PayPal account (like written in PayPal module)

when i asked paypal for an answer they told me to upgrade to business account....which i did
i als upgraded prestashop to 1.3.3 (leave 1.4 un til at least Beta) and now use patpal version 1.7.1 module in prestashop

My problem noe is that my Japanese customers will now not order on my site, and i have no means of testing all the changes i have made.

However if my customers use paypal direct the transfer of funds work ok.
i think the problem lies with prestashop not allowing the address given at registration to follow the Japanese format which is completely different to a european format.
the solution in my opinion would be for prestashop to modify the address format as soon as it discovered a Japanese or other customer to an acceptable format. surely this must be possible

This is the correct format required which my customer is registered on paypal.. Let's see if Prestashop does anything about it
