Setup charge on first item ordered?

I was wondering how to set this up.

I would like to charge a one time setup fee per order of a certain item.

For example:

I make t-shirts. I charge a $25 per color set up fee plus $10 for the first shirt then $10 for each shirt ordered after that with the same specifications.

Any way to do this? Let me know! Thanks so much

Waiving the fee every time a customer orders that type of item after the first order is not necessary.
