Problem with paypal "module" and "country restrictions"

I have 2 problems,

1. I cannot change the restrictions in Payment -> Country restriction , i want to add all the countries in paypal module, but it doesnt allow me, i change and press save it says UPDATED SUCCESSFULLY, and then its the same,

2.When someone orders something from my page and then chooses country of residency, it automatically picks that language in the paypal payment site, there isnt any list where you can pick language, just the language that is in that country you picked in my store, before it wasnt like that? after i changed to the new presta and reinstalled it became like that, i havent changed any settings with my paypal account
