1.1b2 stops after step 3 (infamous loop)

installing on my web server.
everything checks out on the first steps.

verified database connectivity, (even looked at the databse and all of the tables are created)

except when i click on the next button on step 3. the status bar moves for a second, and then nothing at all.


now when i go to the normal page, the store comes up. except i don't have an admin account or any accounts to modify the sample data and the rest of the site.

please help.
