unite steps 3,4 in order

I was asked by a client to unite steps 3,4 (i.e. order?stop=1 and order?stop=2)

and wondered what is the best way to go about it.

I was thinking to copy the logic/html from step 4 to step 3, and redirect step 4 to step 5 (last step).

I would like to know if there is a better way?

Activate one page checkout. If you are using non native theme this theme should be also support one page checkout.

Where to activate it: on back-office tab "Preferences -> orders -> order process type".
