Import Language Pack failed 1.3.2.3

With the version of Prestashop 1.3.2.3 the import of the language Pack failed. The following error message shows up:

archive cannot be extracted

On the same server I've also a Presta shop 1.3.1 version which works fine with the import language tool. I've checked the permissions on the directories. Could someone give me a hint.
