Yes, Google Checkout won't work without SSL.

Strictly speaking you don't need SSL unless you want GC to feed data directly back to your site. I have an OSC site running with GC for about 3 years without SSL. All I get from GC is an email with the details of the order and a link back to my GC control panel. I process the order and then manually update the stock level in OSC. Works fine for me because that is all I need. I have tested with PS in GC sandbox mode and all works perfectly. Hope to have my PS site with GC live in another week or so. Play around in sandbox and see if it meets your requirements.
