Problem is that COD returns this:
No payment modules have been installed yet.

At payment checkout.

Check to make sure the "Cash on Delivery" module installed and is not restricted on the Payment tab. It should be ticked for the currently-logged-in customer's currency, group and country.

I can't think of any other reason why a payment module wouldn't be displayed. As long as it is installed in the "Payment" hook and isn't restricted on the Payment tab, it should be displayed. The only other thing I can think of is that the module didn't upload correctly or there is an error in the module. Is this the "Cash on Delivery" module that comes with PrestaShop or a third-party-modified version of it?

Yes, I just installed the "Cash on Delivery v0.3" module on my PrestaShop v1.3.1 test site and it also doesn't have checkboxes under "Currencies restrictions". When I add a product to the cart and check out, I see the following payment option on the list:

Pay with cash on delivery (COD)

You pay for the merchandise upon delivery

I don't understand why it isn't displaying for you. The only thing I can't see in the screenshots is the "Country restrictions". If they are ticked too, then it should work.

You can try enabling taxes to see if it makes a difference, but I don't think taxes would affect whether a payment method is displayed.
