Categories Block not showing in "Top of pages"

I'm building a shop using a theme we purchased. The theme breaks down which module should appear in which hook. It states that Categories Block v1.0 should be no. 5 in "Top of pages" I do so but it's not displaying at all. A colleague has set-up a new web hosting space and new database etc and from a clean install got it working no problem. So I removed the entire Prestashop site and re-installed the site after 'dropping' the database so therefore starting that fresh as well. I re-installed the theme from scratch, re-applied all the modules but still no luck.

Any suggestions?
