Create shop before DNS switch?

Sorry in advance for the long post, but I thought it would be best to explain the whole situation to get the best answer.

My dad has been paying a hosting company to run his little online shop, and now wants me to take it over. His current hosting company has their own cart software and charges fees to update anything, so I'm going to rebuild the site using PrestaShop. I have already purchased a hosting plan with HostGator and installed PrestaShop.

Problem is: I need to set up the new site *before* the DNS name servers are updated to point to my new site and I can't get to the PrestaShop Administration panel because I get this error:

How do I get to the PrestaShop Administration panel while the DNS servers are pointing to the other hosting company?

I forgot to mention, I have a separate domain and hosting plan through HostGator that I've installed PrestaShop on and have been playing around with it a bit. Would it be easier to stage my new shop under this other domain and then transfer it? I'm open to any suggestions. Thanks in advance!

I really don't even know why this check is being done. Some hosts set the url to
~account_name/www_root
instead of /public_html

And that would cause a problem with this check for sure.
I don't see why you couldn't just comment out the code that does the check. It is never checked again.
