Delay is empty error on carrier prestashop 1.6

Hi,

I have problem in prestashop 1.6(Multistore mode) with carrier when I want add new carrier or edit exist carrier the input box for delay not showing(instyle css set display:none) and when i want go to next step i get this error mesage ... the field delay is required at least in ... Another problem is when i want install modules sometimes i get error mesage in attached.
