Problem with Country and Zone for shipping prices

Hello im new in prestashop i have a problem with some work i am doing.

I have two types of User lets say, retail and hostel.
The shipping prices must be accord the type and the zone of each user.
So I made 3 Zones for each type of user
Zone1Retail : Argentina ect
Zone1Hostel: Argentina ect
ect....

The problem is that i can only assign one of the Zones to each Country.
Lets say Argetina is from Zone1Retail, i cant assing Argentina to Zone1Hostel.
i need the posibility to assign two zones for each country so my shipping prices can differ, for type of user and zone.

Anyone have a Suggestion ?
