Customers can't log in

We have a number of customers who can not log in, the customer resets the password, but still can't log in.

Sometimes it's old customers who have shopped before, there are also new customers who have filled the cart and are registering an account. The account is registered but the address is not linked to the account and the customer can't proceed to the shipping and payment.

When we try to log in with our browser, it's works fine and we can add an address if missing. If the customer cleans the cookies, they can log in.

The problem seems to occur with all browsers, we have had customers with Chrome and Edge on Windows, Safari on iPad and OSX.
