Custom Payment Module

we are  an ACH payment processor and I am building (and have built) plugins that call our API for various eComm platforms - PS is the latest. 

I cannot figure out why I am getting:
'Unfortunately, there is no payment method available.'

I can configure my module on the module screen in the BO, but just cannot get it to show up as a payment option on the checkout screen.  what are the most common issues for this?  I'm debugging and do not appear to be throwing any errors...I know i'm hooked into hookPaymentOptions($params) - I can var_dump the $params...

where do I look?
