I can not get the total shipping value

Hello
I have a problem with getting the shipping value after choosing the payment method
It shows up correctly in the "PLEASE CHOOSE YOUR PAYMENT METHOD" window

 

But when chose the method of payment,  shipping value does not added to the total

 

and When checking the code

in this step "after choosing the payment method"

getOrderTotal(true, Cart::ONLY_SHIPPING) return zero

AND

getOrderTotal(true, Cart::BOTH) return total without shipping
