Theme Translations don't work - Redirect Error

I have a problem with a Prestashop 1.7.2.4 and the translation of a theme. If I go to Translations in BO and select the theme the browser is loading and shows a redirect error.

What I tried: 

- disable SSL on all sites

- regenerated .htaccess

- deleted translations folder in / and in /theme/

- deleted translations cache in /app/cache/dev/themename/

- set folder rights to 750 

- disabled security token 

- tried different browser in private mode

 

Infos:

-translations of modules are working correctly. 

- same issue on staging server. 

 

Data:

Prestashop 1.7.2.4

PHP 5.6.33

 

 

I run out of ideas, does anyone have an idea?
