Go to main page of cPanel and go to security section. Click on Mod Security, When the box opens turn off mod security. Make your changes and save translations. Go back to cPanel and turn mod security back on. I am running 1.6.11, 1.6.14 and 1.6.17, and this fix works on all 3 versions of Prestashop.

Besides you are posting on wrong forum section (ARCHIVE BOARD - is archive and closed for new topics), mod_security disabled is a min server requirement for Prestashop. If your provider has enabled it, so the webspace is not suitable for Prestasop. See here min. server requirements:

PS 1.6. - https://www.prestashop.com/forums/topic/633856-server-requirements-tested-in-production-for-ps-16/

PS 1.7. - https://www.prestashop.com/forums/topic/633857-server-requirements-for-ps-17/

AND official docu:

I'm moving your topic to "general" forum section.
