Add a Cart Rule

I cannot add a cart rule, using Prestashop 1.7.2.4

I go to Cart Rule, click on Add and fill the Information tab.

When I click on the tabs conditions or actions it has no effect.

When I click on Save and Stay I got the message : An action is required for this cart rule.

What is the way to add a cart rule?

Hi, in the tab 'Actions' or 'Conditions' (as shown in your screenshot) you should at least set a rule. Right now you try to make a cart rule that does not give any discount or anything at all.
