Able to use a voucher multiple times if logged out?

The voucher limit qty per user is set to 1.

If a logged in customer uses the voucher (to be used to all customers). He is only able to use it once.
But if he logs out before he enters the voucher code in the shopping cart, he can use it and then log in and pay with the voucher used again.
How can i prevent this? ie force user to log in before using voucher?

This sounds like an important bug that should be fixed. You should report it in the bug tracker.
