how to enable Paypal shortcut check out on 1.7.2.x?

it is rediculus that the paypal module short cut check out can't work in 1.7.2.x version,  did i missing something when setting the Paypal module?

the Paypal Express checkout is ok in 1.6,x but not in 1.7.x 

i had set it in the back office but there is not in the front office

I find the solution make sure it is hooked to displayreainsurance hook then it will works, you can have a look at my site  http://www.devicessmart.com/
