Creating a csv file

Hi, I am trying to easily load multiple groups/attributes which will end up being drop down menus for products. Basically I have five different levels of enrolment and each level requires the customer to choose which class they want to do. Each level has a different number of classes to choose eg. Silver enrolment can choose three classes. So I was hoping to have three drop down menus (all with the same content but in different groups eg. Class1, Class2, Class3. Now these classes will change each term so this needs to be able to be updated easily which is why I am wanting to import a csv file.

I have tried a few ways to set up the csv file and I am having no luck, well I managed to get a group listed with one attribute. Here is the big question...How can I get multiple attributes under one group using csv?
You help would be great! I have searched the net and can't seem to find exactly what I am after.
