odd database issue (step 3)

hosting service: godaddy
php version:5.x

I cannot get the installation to work when files are uploaded to my hosting server.

EVENT 1:
1. extract the install files into my wamp on my localhost
2. enter in database server name, database name, user name, pass
(for the database on my godaddy account)
AND/OR
(for the database I made on my localhost)
RESULT=Successful instalation and tables are created on my databases

EVENT 2:
1. extract the install files into my wamp on my localhost
2. I FTP UPLOAD THE SAME FOLDER TO MY GODADDY ACCOUNT
3. enter in database server name, database name, user name, pass
RESULT=The loading bar in the top right disappears very quickly and it doesn’t not connect to the database leaving me stuck in step 3

Perhaps permission issues? I thought so too.

I followed the step 6 on that page carefully and also tried it will permissions set to 777 for everything. Both ended in the same result.

Please help!

1. FTP my files to my free 000webhost hosting
2. Set file permisions
3. enter in database server name, database name, user name, pass (GODADDY DATABASE)
RESULT=Sucessful Install

Install files on godaddy dont like to connect to godaddy databases? Is this a known issue?
