tax is not added to the total amount

I have an issue, the tax is not added to the total amount

 What version of Prestashop is being used... be specific 1.6.1.17

 What Tax have you created in the Back Office?      Sales-taxes US-CA 8.25%     8.250 %

 What Tax Rule have you created in the back office to use the Tax you defined above?     US-CA Rate (8.25%)

 Inside that Tax Rule, you configure things like Country, state, postal code etc...  What have you configured? United States     California     --     Combine     8.250%     

 Have you configured your products to use this Tax Rule?
Prices:
Tax Rule: US-CA Rate (8.25%)

 During checkout, are you a registered customer/guest within that Country/State configured in the Tax Rule?
