im looking for a add on to my shop that will allow me to add my own stock level that i hold in stock and also my supplier stock level as warehouse stock if we are both out of stock the its out of stock

You want to manage your stock outside of Prestashop ? If yes than you will need to use an ERP. In this case I can suggest you odoo

no really all in prestashop 

want to list what i have in stock when i run out show supplier has stock if they do then if we both have no stock then it shows out of stock

The best way is to realize this by an external integration, which manages the whole stock of all stocks together. Therefore I suggested to work with an ERP.

With old Prestashop version 1.6. you had the possibility for to manage multiwarehouses. With PS 1.7. this is not possible. Nevertheless also there you will need to feed via webservice the stocks of your suppliers, because how should Pretashop know from where it should take the stock when the stock on your main stock is empty. Actually there is no intelligence for this and it should be created. If you have more than one supplier, than the handlig will be very complicated. It is better to use only one stock which is feeded by XML import once per day or twice per day.

Perhaps they are working with drop-shipping system, which is not the same... drop-shipping you have zero stock and you are only collecting orders by sending goods directly from our suppliers.
