Is there any modules that are like Photo Contest Joomla Extension on Prestashop

Looking for a module that is able to have a page

where customers can upload there photo and people are able to vote.

Unfortunately there is nothing ready, so out of the box (there is only a product votes module available).  In this case I'm moving your post to job offers.

 

Personal remark: to allow everybody to upload things to your server, holds a big security risk. You should rethink costs and benefits from this old marketing instrument. I see daily hacked servers with upload function open to the web... Better is that you collect the photos by mail and than upload them yourself to your server... and use only a vote module like this: https://addons.prestashop.com/en/customer-reviews/2461-product-votes-and-rating.html
