Shipping Combinator Module Weight and Price

Hello 

Is anyone have seen any module to do that or  can made a shipping module with the below  Rules? for 1.6 and 1.7 version?

 

Basic rules

 

shipping cost 1-49 euro (3.60euro)

From 49 euro and over free shipping unitl 2 kg

all orders over 2 kg cost 1 euro in every kg plus.

 

First mode

 

From 1-49 euro you must pay shipping cost 3.60 until 2 kg.

I you bought 45 euro, and your order is 3 kg you must pay 3.60+1euro every Kg

if you bought 45 euro and 2 kg is 3.60 euro.

 

Second mode

 

From 49 euro and over we have free shipping until 2kg

if you bought 60 euro and your order is 3 kg you must pay 1 euro.

If you bought 60 euro and the order is until 2kg is free.
