Changing servers maximum file size for downloadable products ?

[Prestashop 1.4.8]

 

I checked my config file and it says 100mb max within it, which is good, but for some reason when I try and upload a file as a downloadable product it shows a 2mb limit. The exact words underneath "Is this a downloadable product ? is "Your server's maximum upload file size is: 2MB"

 

So where does it get that information from ? Given my config.inc.php file says 100mb ? How do I up this from 2mb ?

 

Also, how do I add free postage to 1 item ? I manage everything by weight. If I add 0g it goes to the out of range price.
