[SOLVED] Image Paths looking very strange

I'm testing and 1.3.1 upgrade to my 1.3.0.1 store. I'm having problems with some image paths.

My blockcart header has this path when I am on the home page:

http://my_site.com/1.3.1/themes/my_theme/images/shoping_cart_header.jpg

But when I view a product, I see that it has this path:

http://my_site.com/1.3.1/Electric-and-Cordless-Tools/themes/my_theme/images/shoping_cart_header.jpg

Why would this change if the tag is hard-coded like this in blockcart.tpl?

Could it be the .htaccess file causing this problem since I'm in a test directory?

Now, I just looked at my 1.3.0.1 store and it seems the same thing is happening. Here is how my htaccess rewriting rules look:

Just changed the link in blockcart.tpl to this and everything is fine:

Had some issues with other images but got them worked out as well.
