Error step 2 : Allowed to open external URLs (It is red)

I am trying to upgrade again.At the step 2 , i got this error :

"PHP settings (modify via your PHP admin software): Allowed to open external URLs "

(This sentence is red)

I made a search in forum and i found that topic :

I replaced checkconfig.php with checkconfig.php from this topic.

This erros was solved, but there was a new error then :

There was module error at same page .modules were red.

- Chmod of module folder is recursively 755 .I also tried 777.Didnt work.

Same issue was told here by another user

Help me please.
