change default RMAstate

Hi there!

What is the best practice when it comes to handel the RMA-states?

 

I wanna have all the RMA's getting state 2 by default

 

Or is't better to change all to 2 with some script?

I wanna have the mail/PDF-generators running swell, so not just change in DB.
