Tax Rates not working.

I am having an issue getting my taxes to function properly.
I am currently only charging tax for Florida, set at 7% in Payment > Taxes. I also have taxes enabled in tab as well.

I have two test accounts, one with a zip located in Florida and the other in Georgia. The tax shows up under neither account in the cart.

If I enable the Florida tax, when adding or editing a product then the tax shows up on both accounts.

Also if I "include" tax under customer > groups The Total tax field in checkout vanishes. If I set the same setting to "exclude" the Total tax field shows up but it still shows $0.00 no matter the user location.

What am I missing here? Why can I not get prestashop to add tax based on customer location.

Im sorry but, why would the shipping have anything to do with this.
These issues are showing on the cart summery page before shipping is even chosen.

For the heck of it, I did what you suggested but there is still no change.

Hi, probably you want to take a look at the wiki

I had the same problem than you, since in my country we have states with particular tax systems.

Therefore I had to edit
Back Office >> Shipping >> States
to indicate that certain States don't qualify for the product Tax, but for the State Tax
