Apply multiple cart rules? Prestashop 1.7.1

Hi,

 

I have 2 cart rules for 2 different products (Highlight=Y, both have a code). They are combinable with each other. When I have only one of those products in the cart, the offer shows up, and I can apply to the cart.

 

However, when both are in the cart, only one shows up. If I remove that product from cart, the other shows up.

 

How can I make all the applicable cart rules show up and apply all of them?

 

I read about cart_rule_restriction on the ps_cart_rule table and it is set to 0. 

 

Anybody had this issue?
