Hi, did you find the solution to your problem? i have the same issue but installing on IIS10 (windows server 2016) with PHP 7.16 (64 bits).

The only program that is using the folder is the same IIS with PHP (prestashop installer).

I already installed PS1.7.1 in Windows 2012 without no issues, but on 2016 i am having this problem.

Regards,

Mauricio F.

Hi, no solutions yet...

You are installig on LAMP or XAMPP Windows 10 is not suitable for operating system. You need at least an emulated server version like XAMPP, LAMP, Virtual box.

Prestashop never worked as by out of box with windows server. I suggest you change to Linux, this was what I did, after one year and only problems with Prestashop on IIS. The problem for windows is that Prestashop needs more flexible write and read access than you can configure on windows. Windows you cannot configure by folder, so deeper than windows offer.... You will have constantly problems with "access denied"
