recently added categories not displaying outside of category page (caches off)

Hi There,

 

We've been evaluating prestashop for a while.  We had setup some categories a few updates ago these continue to function correctly.  But upon attempting to add new categories to our shop, those new categories do not show up in the product creation pages nor the blocklayered module (there may be more instances)

 

As the caches are set off we are at a standstill unable to add products to categories and display those categories on our side block.

 

Upon examening the category edit page I noticed that it lists array not the name of the category for categories which do not list.

 

Any ideas?
