Apply Discount After Order

Running PS 1.6.0.13 where they can take an order but not take payment using the 'Cash on Delivery' module. In the admin there is the option to apply a discount to an order (see attachment).

However, nothing seems to happen. Fill out the form and click 'Add' and it just reloads the page with no discount!!!!

Anyone else had this issue?

Where is the section of the screenshot?

There is a thumbnail shows the section where you can put the discount in.

Yes, but I mean, where is this located in the backoffice store? Or is it a module?

When you view an order there is a button under the list of products called 'Add a new discount' which is not a module.
