Show all vouchers on cart page

Hi,

is there any way to show all vouchers/discounts codes, regardless what products are in cart.

E. g. I have voucher only for SD cards and this is visible only when I have item from category "SD cards" in cart.

But I would like to show vouchers always, even if cart is battery, which hasn't got assigned voucher.

Could anyone help ?
