Enabling Pop Up on Shopping Cart

Hi team,

 

I am in need of making a pop up the first time someone goes to the shopping cart.

 

I need to put in a message about shipping the first time someone goes to the shopping cart, if they leave and come back, I obviously do not want the pop up to be there.

 

What are my options and how can I go about doing it?

Popup pro which is a little cheaper also has features to display popup during order process (cart, order step 2, order step 3, order confirmation etc.)
