Do you know any module that allows the customer to send a message on the products to indicate that there is a lower price elsewhere?

Not sure if I understand your question correctly.

there is a module below that customers or visitors to send an email message to store or seller to offer a price. Then seller and buyers can communicate via email. See the module for more details here

After read a few more times of your question, I think I kind of understand what you wanted know.

I guess you want customer to tell seller or store admin that he/she find more cheaper price for the same product on other website? Is that correct?

 

If that is correct, I think the module can do the same thing, you just need to change the "Subject" to "Lower price found" instead of current "Make Price Offer",
