Install fails in Windows install: 127.0.0.1 redirected you too many times.

Seems that many people have had this issue...however still do not see a step by step solution to solve the permissions failure. I get to 98% of the install complete and then I get this error:

 

The 127.0.0.1 page isn’t working 127.0.0.1 redirected you too many times.

• Try clearing your cookies.

ERR_TOO_MANY_REDIRECTS

 

 

I never get to the install screens. I am running: 

MySQL 5.7.11 x86

Apache 2.4.18 x86

PHP 5.6.19 x86

PHP 7.0.4 x86

 

I have tried setting the permissions multiple ways and nothing is seeming to work.  

Thoughts??

 

 

 

UPDATE:

Have tried getting rid of all htaccess files, that did nothing.

Tried changing user access, that did not do it. 

 

WASTE OF TIME!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

THIS SOFTWARE IS NOT READY FOR USE IT SEEMS...
