Paypal Check Out only allows using or creating PAYPAL Account

Hi all,

 

I'm having an issue with my Paypal Module.  I installed and configured Paypal USA module 1.3.9.  I'm using Prestashop 1.6.1.0.  After installing, configuring, creating the API credentials, and Sandbox accounts, and credentials, I'm able to make purchases, get confirmations, etc. in Sandbox Mode.  I don't get any errors with transactions. 

 

When checking out I cannot get Paypal to display "checkout with out paypal account".  I've search some of the other topics and found one with the same issue, but its 5 years old and about different module and Prestashop Versions.

 

I think I have everything configured, but something still isn't happy.  My bank account, email are both verified.  I have a business Paypal account and I'm using Paypal Standard.

 

Below is what I see.  There isn't any way to pick "without account"
