Enable voucher

In the cart_voucher.tpl partial, I can see :

{if $cart.vouchers.allowed}

But I can't find any option to enable vouchers in the back-office. Usually, it was in the Payment tab but I can't find it anymore.

 

Is it possible to enable them on 1.7?

Vouchers can be enabled by adding a new cart rule (or voucher) in BO > Catalog > Discounts.
