admin login page keeps reloading

hey I've looked over the forum and I found out it's kinda of a common problem but I didn't find any satisfied solution
I ve been using prestashop for quite a while on my localhost and I didn't face this problem before
I've installed prestashop 1.3.1 perfectly, but the admin page almost always keep loading the login page without redirecting.

these are some of my information:

MySQL version 5.0.89-community
Apache version 2.2.15
PHP version 5.2.13

I have the same problem after update from 1.3 to 1.3.1 and no sollution found. I cleard Cookie files and all that but isn't helping

The error stoped, when I readed the old version of Cookie.php the new one has a bug... But still don't know what the bug is pleas check for php programers and give the whrite form for update.

Hi,
Did you check your config/setting.inc.php file and define(’PS_BASE_URI‘, ‘/’);

If prestashop is not installed at the root folder you have to change this value.

I succeed in resolving this problem thanks to that one time.
