Carriers only showing up for some products

I have two carriers in my system. Pick up and USPS both are just ones I've added myself and are not modules. For some reason the carriers only appear for 1 of my products. All other products produce the error "No carriers available." when checking out. For the life of me I can NOT figure out why! It's so frustrating. i've compared all the products and they all have the same settings the carriers have been selected in the carrier option I just don't understand.

 

Please let me know if you have seen this. I've looked for other threads and there seem to be similar ones but they normally have to do with all products. I've been unable to find any response for a single or a group of products having them and the others don't.
