Property Order->id_customer is empty

I am having an issue where I cannot create an order from the backoffice. I can go through all the steps but when I click to Create The Order, I get the error message:

 

Property Order->id_customer is empty

 

I tried turning on the debug option. When I repeat the steps, I still get the same error above but also this error message in a popup:

I have seen other messages from a few years ago regarding this error message. I am on Prestashop 1.6.1.9. Has anyone encountered this error and been able to fix it?

 

I tried deactivating all my modules and it had no effect.
