config.xml - changed at the same day in all modules - is that normal?

Hi folks, I have a question as had problems with my site ( I got 15.000 emails with chineese letters etc.today until company where I have server stopped them, it probably was some issue with send to a friend module... I was looking at the server if is anything weird ( Im very newby to all this and thats my first(and last) web done for myself so I dont have proper knowledge) and it looks like in every module the config.xml was edited on the same day (6/11/2016) and I dont remember if I done something or what but to be fair I mostly using dashboard and Im not making many changes on serwer if I dont have to... so I defo didnt make changes to each module manually..

 

any advices / ideas?

ps. can you help me with something else as well or do I need to open new post? is about guest checkout as is only 1 line for address and it looks that somethimes part or customer address is mising and they not receiving orders... also I have no idea how to add another line for county( we have counties in Ireland) as many people just didnt add that info to address or is also cutting off and I have to search manually in google....
